Your telegrams of July 27th and 31st. Provisional

reement unsatisfactory. 35% British 65% Chinese our absolute minimum if applicable to all through passenger and goods traffic, but if Chinese will not consent following final

alternative offered. On all through passenger and goods traffic between Kowloon and Canton 33 British 67 Chinese, between

Kowloon and Sheklung 45 British 55 Chinese. This means that

British section which performs same service in either case will

receive same remuneration.

35% division, which is preferred, is based on

estimate of every kind of through traffic averaged for whole

line and 18 slightly in favour of China as shown in enclosure 4

of my despatch of July 18th. Any reduction would involve carriage at a loss over the British section.
